The 12-series 700-series was released in 1988 as a refurbished version of the 12-series passenger car for the "SL Yamaguchi" service. Retro-style designs were used inside and out, appropriate for a steam locomotive-hauled train. Each carriage has a different theme: SuHaFu 12-702 is "Meiji style" and is designed to resemble a British-style passenger carriage from the early days of the railway, OHa 12-703 is "Taisho style" and is designed to resemble a wooden passenger carriage with skylights, OHa 12-702 is "Showa style" and is designed to resemble a steel passenger carriage from the early Showa period, OHa 12-701 is "European style" and is designed to resemble a passenger carriage for the Orient Express from the 1880s, and OHaFu 13-701 is "Observation room style" and is designed to resemble a salon. Not only the interior but also the exterior has been given a wood grain look, rivets have been added, and a double roof-like cover plate that hides the rooftop air conditioning equipment and a decorative roof that imitates a dome-shaped roof have been installed on the roof shoulders, and every detail has been worked on to fit the theme of each carriage. In 2001, some of the decorations were removed, and in 2003, construction was carried out to install an observation room on the Tsuwano side of OHa 12-703, changing the formation order. In 2005, the body color of all vehicles was unified to brown with white stripes.
