Japanese National Railways operated a variety of two-axle open-top cars, but in order to meet the demand for increased transport volume during the war, the Tora 20000, which had higher side panels than previous models, was manufactured from 1943. Following renovation work in 1956, the model name was changed to Tora 23000. The Tora 35000 was manufactured from 1956, and was based on the design of the Tora 23000, with a spring-suspended two-stage link system and wider axle spacing. Two-axle open-top cars were the main type of freight transport, and were used to transport a variety of goods. For the transport of powdered goods such as rice, straw bales were used for packaging until plastic bags became common, and freight cars could be seen loaded with straw bales until the early 1970s.
