The Yo3500 series is a Japanese National Railways conductor's van that appeared in 1950. It was based on the pre-war Yo2000 series and had been improved. From the following year, modified cars of other models were added in addition to newly manufactured cars. The section of the Shinetsu Main Line between Yokokawa and Karuizawa (Usui Pass) has a steep gradient of 66.7‰ (per mille), and in 1963 adhesion operation using EF 62 and 63 began. At that time, the Yo3500, which had not been modified to a double-link undercarriage, was selected as the dedicated conductor's van. For a long time, it was coupled to freight trains passing through Usui Pass, but its number decreased due to the aging of the vehicles, and it lost its use when the train was discontinued in 1984. Later, when Yo3961 was restored to ED42-1 in 1987, a resistor was installed to reduce the voltage to 600V, and the two cars were coupled together and ran within the premises. As of 2025, it is preserved in static form at the Usui Pass Railway Culture Park.
