●Eighteen units of the ED16 were manufactured as a domestically produced, medium-sized standard locomotive during the era of the Ministry of Railways (preceding the Japanese National Railways)—a time when imported electric locomotives were the norm. Upon their debut, they served on electrified mountain routes such as the Chuo Line's Sasago Tunnel and the Joetsu Line's Shimizu Tunnel. In the post-war period, they were initially assigned to the Ome, Itsukaichi, and Nambu Lines (Tachikawa Depot) as well as the Hanwa Line (Otori Depot); however, by around 1965, the entire fleet of 18 locomotives was consolidated at the Tachikawa Depot. There, they were utilized for dedicated limestone transport trains connecting Okutama with the Keihin Industrial Zone. Because the Ome Line's track classification was low at the time, this locomotive type—characterized by its relatively light axle load—remained in service for many years, finally bowing out with a "farewell run" in 1983.
