The Kintetsu 23000 series debuted in 1993—coinciding with the opening of a theme park—as a limited express train designed for tourism in the Ise-Shima region; a total of 36 cars (six 6-car trainsets) were manufactured by 1995. The front end features a curved design based on the 21000 series "Urban Liner," utilizing what is considered one of the largest panes of glass in Japan. Of the six cars in a set, four are standard seating cars, one features a 3-abreast "Deluxe Seat" layout, and one is a "Salon Car"—Kintetsu's first—featuring a semi-compartment seating arrangement and amenities designed for groups. The series employs a VVVF inverter control system and boasts a top speed of 130 km/h; it garnered significant attention as the first trainset operated by a private railway in Japan to reach speeds of 130 km/h.
Refurbished trainsets with updated interior and exterior designs began appearing in 2012. Odd-numbered sets feature "Sunshine Red" exterior paint, while even-numbered sets feature "Sunshine Yellow," evoking the image of the sun and sunlight in Ise-Shima. Interior upgrades included the installation of smoking rooms, multi-purpose restrooms, and power outlets at seats, as well as new seat upholstery that completely refreshed the train's atmosphere.
