The KiHa 23 series is a suburban diesel railcar manufactured from 1966, featuring driver's cabs at both ends, two double doors, and semi-cross seating. Although the total number of units manufactured in the series was small, they were deployed and operated throughout Japan. The KiHa 37 series is a diesel railcar for local lines manufactured in 1983, featuring a driver's cab at one end, two single doors, and long seats. Only five units were manufactured and were deployed on lines such as the Kakogawa Line, Kajiya Line (a branch line of the Kakogawa Line), and Kururi Line. To improve the image of local lines in the final years of Japanese National Railways, the paint schemes were changed. The Kakogawa Line color scheme was one of them, and the KiHa 23 and KiHa 37 series were also repainted. After the closure of the Kajiya Line in March 1990, some KiHa 23 series units were transferred to other lines with their original paint scheme. The KiHa 37 series units ceased operation on the Kakogawa Line in the October 1999 timetable revision and were transferred to other lines.
