The Shin'etsu Main Line is a major line connecting Takasaki to Niigata Station via Nagano and Naoetsu, and along with the Joetsu Line, it was an important route connecting the Tokyo metropolitan area/Pacific coast with the Sea of ​​Japan coast. However, it includes a difficult section with a maximum gradient of 66.7‰ between Yokokawa and Karuizawa, known as the Usui Pass. This section was previously operated using the "Abt system," but due to problems such as low operating speed, single track, and transport weight limitations, a new double-track line was constructed and adhesion operation was implemented using new locomotives to solve these problems. In March 1963, the EF62 electric locomotive was developed as a locomotive for the Shin'etsu Main Line, including the Usui Pass section, along with the EF63, a locomotive dedicated to pushing trains in that section. To ensure climbing performance and high-speed performance, it was equipped with various devices, while in order to reduce axle load, it had a distinctive appearance due to features such as a three-axle bogie, a FRP roof that considered lighting while keeping weight down, and the adoption of electric heating, which were not seen in other new series F-class locomotives. The car bodies differ between Unit 1 (prototype), Units 2-24 (early models), and Units 25-54 (later models), with variations in the side louvers and the shape of the driver's cab side windows. Initially, they were painted in grape color No. 2, but around 1965, the paint scheme was changed to a blue base with a cream front.
