The EF64-1000 is a DC electric locomotive for gradient lines that was introduced in 1980 to replace the old electric locomotives on the Takasaki and Joetsu lines.
Of the EF64-1000, vehicles up to No. 1032 were equipped with electric heating devices for towing passenger trains.
During the JNR era, they were used for both passenger and freight trains, mainly on the Joetsu Line, and some belonged to the Hachioji Locomotive Depot and were also used to tow freight trains on the Nambu Line and Ome Line.
