In the 1960s, as improvements to the dining cars of express trains had progressed to a certain extent, a new dining car for express trains was sought, and the Osi 16 was introduced in 1962 with the concept of a snack bar or salon. It was an unprecedented design for a dining car with a symmetrical front-to-back design, with the kitchen on one side of the center of the car body, and the area facing the kitchen was a buffet, while the other area was a salon-style dining room with a counter-style dining room facing the windows. The interior design, including the colors, and the advanced and ambitious attempts to install electric equipment such as a microwave and ice cream storage in addition to the electric stove, attracted attention. A total of six cars were remodeled by placing new bodies on the frames of old passenger cars, and the three 0-series cars without electric heating had TR47 bogies and were mainly used on the Tokaido and Sanyo Main Lines' night express trains "Suisei," "Ginga," and "Seto." However, due to a lack of service staff, they were retired in March 1972, completing their mission of just over 10 years.
