The Yo 3500 is a two-axle conductor's van made of all steel, of which 1,345 were manufactured from 1950. There are new cars and cars modified from Toki 900, and the appearance varies depending on the year of manufacture, making this a versatile model. The original structure had a single-stage link undercarriage designed for operation at 75km/h, but in the 1960s, as the speed of freight trains increased, many cars were converted to two-stage links and incorporated into the Yo 5000 to accommodate operation at 85km/h. On the other hand, in Hokkaido and Shikoku, the speed of freight trains is low, so they continued to be used as Yo 3500. The Yo 3500 in Hokkaido had a raised roof chimney.

The product is reproduced without the identification band from the coal stove era, with black wooden window frames.
