Prior to World War II, Japan's railways held an important military position, and a variety of freight cars were used for military purposes, as well as vehicles owned exclusively by the military. Between 1943 and the following year, 30 Waki 700s were manufactured at the direction of the Navy. These large covered wagons feature functions and a structure suited to transporting heavy loads, and bogies suited to high-speed running. The roof was fitted with a traveling chain block rail that could be extended outside the car, facilitating the loading of supplies that would be difficult to do by hand. Due to the nature of the vehicle, its existence was kept secret, but perhaps because its appearance coincided with changes in the war situation, there are a few records remaining of it being used to transport aviation-related weapons (bombs and torpedoes) and equipment (spare engines and parts) from factories known as aviation arsenals to air squadrons around the country. After the war, some vehicles were requisitioned by the Allied forces due to their sturdy structure and running performance, and some were painted express service paint as substitutes for Waki 1. In the 1960s, they were repurposed as substitute rescue vehicles in various locations, and these could be seen until the 1970s.
