The E131-600 series was introduced to improve the quality of transport on direct current sections in the suburbs of the Tokyo metropolitan area, and was introduced to replace the 205-600 series that was in operation between Utsunomiya and Kuroiso on the JR Utsunomiya Line and between Utsunomiya and Nikko on the JR Nikko Line. Unlike the basic series, it is characterized by having a defrosting pantograph and a resistor for dynamic braking on the roof, and a snowplow on the leading bogie.
