The 700th generation appeared in 1971, and measures against salt damage were taken in consideration of its use on the Sea of Japan side such as the Ou Main Line and Uetsu Main Line.
At the time of privatization, it was inherited by JR East and was active mainly on the Ou Main Line and Tohoku Main Line, but many vehicles have already retired due to the abolition of passenger trains.
